Before granting the authorization, the board also checks the Producer Responsibility Organization’s ability to run an awareness campaign. Additionally, the PROs assist the environmental agencies in PIBO verification, decision-making on current environmental regulations, and prompt reform.

The majority of domestic and foreign EEE producers choose to delegate this duty to nearby facilities that have a track record of managing e-waste. Required skills and abilities to obtain a PRO Authorisation

  • A unit needs to have at least five years of experience managing e-waste and registration from a regulatory body in order to be eligible for PRO approval.
  • The facility needs NOC approval in order to collect, store, disassemble, or recycle e-waste.
  • Each firm must be registered with SPCB/PCC if the PRO does not have its own processing facility and intends to handle the EPR for its clients through channel partners.
  • Its capability must correspond to the clients' collection goals.

Documents Required for PRO Authorisation

A waste processor must provide the following paperwork to the CPCB with their application in order to be registered for PRO Authorization:

  • Name and address of the Producer Responsibility Organisation
  • Name and address of the authorised person
  • Category of the waste Electrical and Electronic Equipment (EEE) it will be handling

Registration Process for PRO Authorisation

The candidate must complete an application form and submit all necessary paperwork in order to receive PRO Authorization. The information about its channel partners, aggregators, and logistic partners must be included in the paperwork. It is necessary to include information regarding capacity (collection, storage, and transportation), the method of collection, and the toll-free number. When an application is incomplete, the CPCB verifies it and responds with a checklist within 25 days. Within 60 days, CPCB issues PRO Authorization. Five years are allowed for registration to be active. The approving authority is the Member Secretary.

Renewal of PRO Authorisation

The CPCB granted the PRO Authorization, which has a five-year expiration date. Before 60 days after the expiration of the authorisation, an application for renewal of PRO Authorisation must be submitted.

Refusal of PRO Authorisation by CPCB

If an application cannot provide the necessary information regarding quantity, its EPR strategy and RoHS, self-declaration, or the agreement copy with authorised dismantlers/recyclers within 45 days of the CPCB raising such a concern, the CPCB may refuse PRO Authorization to the applicant. Before the issuance of an EPR authorization is denied, the applicant is given the chance to make its case.

Cancellation of PRO authorisation

The registration may be revoked if, at any time, the CPCB discovers a PRO infringing any provision of the Environmental (Protection) Act 1896, the E-waste Management Rules 2016, or their amendments during random verification. PRO is given a chance to present their case prior to cancellation.
